Brown steak strips in a lightly oiled pan, over MEDIUM HIGH heat, for no more than 2-3 minutes. Remove from heat and set aside. (If using real beef, cook until the meat is tender). Combine salt, pepper, ground ginger and cream of tartar. Fully coat the 'beef'with this mixture. Let sit for 10 minutes. Heat the sesame oil in a skillet on MEDIUM HIGH heat, add the chopped ginger and stir-fry for 2 minutes. Now add the steak strips and continue to stir-fry for about 5 minutes. Pour in the water, stir and allow the sauce to form. Top with scallions and serve with jasmine rice.
